摘 要

　　在营运资金管理方法中，有一种“用其他人的资金来经营自己的企业”的资金管理方法，称为“OPM 战略”。在竞争激烈的房地产行业，采用这种 OPM 营运资金策略经营的公司，将会加快营运资金的周转效率，拥有足够的现金流，获得比同行业公司更多的利润，经营规模迅速扩大并成为行业中的领军者。如何有效管理营运资金，解决营运资金融资困难，营运资金周转缓慢，营运资金管理不足和库存管理不足等问题已成为各公司日常经营和可持续发展需要解决的的关键问题。

　　本文以营运资金管理和 OPM 战略的相关理论为支撑，以万科集团运用 OPM战略进行营运资金管理为分析对象。首先对万科集团运用 OPM 战略的动机进行分析，认为房地产企业融资条件的愈发严苛是万科集团运用 OPM 战略进行营运资金管理的主要原因。然后文章对万科集团运用 OPM 战略对各环节营运资金的管理的方法进行总结，万科集团采购环节注重对供应商的管理，运用供应链保理 ABS来降低供应商的用资压力；在生产环节采用轻资产模式管理存货；在销售环节采用应收账款保理降低应收账款坏账的比例，采用住房尾款 ABS 盘活被客户占用的资金。最后对运用 OPM 战略管理营运资金的结果进行了评价，研究得出了万科集团如何运用 OPM 战略进行营运资金管理的经验，并对存在的问题提出了建议。

　　在十九大会议上，习近平总书记针对百姓购房及住房的严峻形势，强调“坚持房子是用来住的，不是用来炒的”，我国应该加强对于住房的供给侧改革，采用购房与租赁并行的住房模式，保障人民群众住有所居的权利。在习总书记十九大讲话前，我国在很长的一段时间内已经在不断收紧房地产企业的融资政策，以抑制房地产企业的过快发展。然而面对严峻的挑战，房地产企业只能寻找新的方法融资。一方面，受政策影响，我国大多数商业银行对房地产企业融资的审核更加严格，进而提升了相关企业的融资成本；另一方面，债券发行较以往也面临着更多困难，这两点是我国房地产行业通过商业贷款融资成本提高的主要原因。融资的难度加大，在这种行业背景下，万科集团的融资渠道减少，造成了目前融资金额降低、融资成本增加的局面。为了应对融资用资难题，万科集团开始采用OPM 战略进行营运资金管理，将用资压力转移到了供应商和客户身上，降低了融资和用资成本。
